VWN and magnetic systems with PBE

Hi,

In the VASP manual it is recommended to use the VWN spin interpolation formula, that is, VOSKOWN=1 (the default value is 0) whenever the GGA PW91 functional is used to model magnetic systems.

My questions are:

1) what is the reason for this?

2) s it also recommended to use VOSKOWN=1 for calculations of magnetic systems if the PBE functional is being used instead of PW91?
