To investigate the spin state, I need to induce a small magnetic moment which
is not allowed to relax to zero. Is it possible?

Can you please elaborate on the issue? Are you referring to an atom (or a molecule) or a bulk system? You can always fix the difference between spin-up and spin-down electrons with NUPDOWN to investigate for example excited states in the discrete systems.
