Dear VASP Users,
I calculated the frequency dependent dielectric functions within in IPA and I found a line in OUTCAR file and it was "The outermost node in the dielectric function lies at epsilon= 18.5". Does it belong to static dielectric constant value or something else? Can someone explain about it?

No, the static dielectric function is evaluated at zero frequency.
The value of "18.5" specifies the frequency (in eV) of the last node of the real part of the dielectric function.
That is at omega=18.5 the real part of the dielectric function changes sign from + to - or vice versa.
